Join Columbia University Liviu Librescu Professor of Law Matthew Waxman, to learn what constitutes a legal target in wartime, what "proportionality" in war means and whether these definitions change when fighting a terrorist group that does not respect the laws of war. Prof. Waxman will also discuss the definition of genocide and assess its applicability to the October 7 massacre.

The presentation will be followed by Q+A.
